Outlining the range of community issues, I would like to highlight the following:<\/p>\n<p>1.In the district center of <strong>Yakymivka<\/strong>, in the villages of <strong>Radivonovka<\/strong>, <strong>Shelyugy<\/strong> and <strong>Mirne<\/strong>, as in other localities of the region, unemployment and poverty prevail. There is a lack of jobs and prospects for social or other housing.<\/p>\n<p>2. Within the Yakymivska United Territorial Community (OTG), this territory extends from the Victory Forest to the Altagir Forest and further to the Shelugy Reserve.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\" wp-image-708 alignleft\" src=\"http:\/\/eukr.org.ua\/wp-content\/uploads\/2020\/03\/obiekty-iakymivskoho-raionu-241x300.jpg\" alt=\"\" width=\"351\" height=\"437\" srcset=\"http:\/\/eukr.org.ua\/wp-content\/uploads\/2020\/03\/obiekty-iakymivskoho-raionu-241x300.jpg 241w, http:\/\/eukr.org.ua\/wp-content\/uploads\/2020\/03\/obiekty-iakymivskoho-raionu.jpg 624w\" sizes=\"(max-width: 351px) 100vw, 351px\" \/><\/p>\n<p>In the inheritance from the Soviet Union, three dozen children&#8217;s health facilities operated in the coastal zone. Thousands of children are rehabilitated there every year. For tourists and residents of the Azov and Yakymivka districts, the estuary was a resting place and a base for seasonal or permanent work. At the same time, the reservoir served the natural function of the spawning ground of the Azov and Black Sea basins.<\/p>\n<p>As of early 2020, most recreation facilities on the banks of the estuary have been abandoned, destroyed and looted. After clearing the strait between the Sea of \u200b\u200bAzov and the estuary, the issue of renewal of the coastal zone of rehabilitation and recreation becomes on the agenda. It is necessary to involve scientific institutes, design-design and repair and construction organizations.<\/p>\n<p>Due to the mismanagement of the former local authorities, the kindergarten in the village of Radivonovka and the collective farm in the village of <strong>Myrne<\/strong> (Leninske) were completely destroyed. An orphanage in the 2500 square meter Peace Square, belonging to the <strong>Radivonovka<\/strong> Village Council, has been broken into, stolen and has not been in operation for about 25 years. The unfinished orphanage in the district center of <strong>Yakymivka<\/strong>, Historical Street, 5. The project concerning its reconstruction into an apartment building for veterans of ATO \/ OAF is not being implemented. Problematic real estate projects include maternity hospital premises in the district hospital, an unfinished five-storey residential complex, a brick factory and others. The inheritance of the Yakymivska&nbsp;United Territorial Community (OTG) leadership has inherited problems that have not been solved for three decades. During this time, hundreds of families have left their homes and left for permanent residency in Russia and other areas of Ukraine. Depletion of settlements and unemployment have led to a rapid increase in crime in the region, where homes are systematically looted and dismantling of private homes for construction materials and scrap is organized. Local thieves dismantled irrigation systems in the collective farm fields, which led to the loss of peasant and farm crops. Rural entrepreneurship is in decline and in hopelessness. In such circumstances, the community and local authorities need legal, organizational, material and financial assistance.<\/p>\n<p>However, the land of private farms is cultivated and farmers can increase the crops and yields of cereals and fruit and vegetables. But the problems of farmers and local authorities are not so much in production, but in the market for products. Until 2014, the main consumers of locally produced products were the population of the Crimean Peninsula and the industrial regions of Donetsk and Luhansk regions. Part of the crop was exported to the Russian Federation. After the annexation of the Crimea and the occupation of the territories of the Donbas by Russian troops, the issue of processing sunflower, grapes, fruit and vegetables and cereals, as well as meat and dairy products became the agenda. It is necessary to create a network of small processing enterprises. A similar situation exists in the Azov, Primorsky, Mikhailovsky, Veselovsky and Tokmak regions of Zaporizhzhya region.<\/p>\n<p>The social problems of the Yakymivska&nbsp;United Territorial Community (OTG) and other communities in the southern regions need not only finding facts, but also finding new opportunities to solve them. Aware of the socio-economic range of issues in the region and their causes, as well as the &#8220;inter-frontal&#8221; status of these lands (from the Crimean Peninsula to Mariupol), NGO &#8220;Eternal Ukraine&#8221; offers the leadership of the Yakimivska OGG and the initiative representatives of the local community to develop a prospective development plan for the territories , as well as destroyed and abandoned real estate. The aim of the project is to create a local industrial park and housing complex for veterans of ATO\/OAF and IDP. &nbsp;<\/p>\n<p>The legal and financial basis of the project for the community is the current legislation on regional development and state programs to assist veterans of ATO\/OAF and IDPs in providing housing and work. Our NGO relies on its own relationships with domestic entrepreneurs and industrialists, on international IDP programs and non-governmental business support funds in Ukraine. The NGO has experts in foreign economic relations with the countries of the Middle East, China, Vietnam, Azerbaijan, Turkey and Canada. The business circles of these and other countries, through their sales offices in Ukraine, show interest in promising regions. They are interested in selling their products and collaborating on the industrial processing of organic food and their export. Particular attention is paid to the technology of infrared drying and preservation of fruit and vegetable products. It is these and other projects that can form the basis for cooperation between the Yakymivska&nbsp;United Territorial Community (OTG), the farms and the NGO. It is clear that any common cause is based on the legitimate interests of the residents and the leadership of the local community.&nbsp;<\/p>\n<p>In accordance with the stated NGO &#8220;Eternal Ukraine&#8221; addressed to the secretary of the Yakymivska United Territorial Community (OTG) Mr. Zabara MS. with the proposal for cooperation and the signing of the Memorandum of Cooperation (No. 15 \/ 12-2019). The appeal was supported by Mr. Dmytro Yuferov, the head of the public organization of the ATO\/OAF veterans of the region, and a group of migrants from the occupied territories of Donetsk and Luhansk regions in Zaporizhzhya region, headed by a resident of the village. Appeal to Yakimovskaya OTG is that the members and volunteers of our NGO have private property and land in Yakimovsky district and see their future in the development of the region together with the local community.<\/p>\n<p>Subsequently, a reply has received (No. 05\/104 dated 13.01.2020), where for formal reasons it was refused to sign the Memorandum. We understand the cautious attitude of local government to proposals for problems that have accumulated over the years. However, the board of NGO &#8220;Eternal Ukraine&#8221; is ready to involve business structures and volunteer organizations to support the local community. The question is, how ready is the ATG leadership for such cooperation.<\/p>\n<p>I believe that through joint actions and thoughtful steps, the local community will be able to influence the positive solution of their problems. NGO &#8220;Eternal Ukraine&#8221; plans to launch an information campaign among the population. A project and a package of documents for joint decisions with the Yakymivska United Territorial Community (OTG) Board of deputies are also being prepared.
